Джонсона [ Johnson, Lyndon Baines (LBJ)] в соответствии с положениями Закона об экономических возможностях 1964 [ Economic Opportunity Act of 1964]; являлась частью плана "Великое общество" [ Great Society]. Провозглашена президентом в обращении к нации [ State of the Union message] 8 января 1964. Джонсон сказал: "Многие американцы живут на задворках надежды, одни по причине бедности, другие из-за своего цвета кожи, и слишком многие из-за того и другого.
